1. Make a new document, the image that you wanna add the backround should fix there.

2. Now fill it with black

3. Now cut and paste the image ( for cut the img use the poligonal lasso tool )

4. Now make a new document, 3x3
Select the pencil tool and make this

5. edit > deffine pattern, and save it as diagonal

6. Now close it

7. Returning the the previous image, make a new layer and Edit > Fill

If it dont work, un check hte transparency box

8. Now select the part of the img that you want to show and delete the scanlines (press delete)

9. Now press ctrl+alt+i, select the image layer and select
Filter > Blur > guissan blur
Set it to 3px

10. Now you should have something like this:
