1. Image > mode > greyscale

2. Now fill the layer with black and type something in white

3. Filter > noise > add noise

4. Filter > pixelate > crystallize

5. Blur > gaussian blur

6. Edit > transform > rotate 90º CW
view image

7. Mode > rgb color
view image

8. Filter > stylize > wind
view image

9. Transform > rotate
view image
10. Add hue
view image

good tut! this one i actually made happen :first:

i had to however to make a layer for the text to rotate it back.? how can i turn of the automatic lock on the first layer?
and whats your settings on hue that last move?
