Ok i wont go into depths of making a background just make sumething NOT GRUNGE/ABSTACT but a background of some sort

background (i made it grunge forgot, but it worked B))



step 1: duplicate your background twice, motion blur one layer (about 60) and play with the angle, it wont matter untill later





step 2: motion blur your other duplicated background with about the same speed, but the oposite angle (EX: if u put ur angle looking like / then make the new 1 pointing the other direction \)



step 3: on both of ur duplicated layers set occupancey to 50 so u can kinda see though to the background, but not totaly

step 4: do what u did with the background with your render layer

step 5: add some text and a border and ur done
