If you do it good, you will have something like this:


*Well, first make a new document, 3X3 and make this


*now edit > define pattern and save it as Vertical scan lines


*now, make a new document, 350 X 19, and with the gradient tool, make this:


*Blending options > stroke 1, black

* Now cut the render
^^

*Blending option > outer glow


* Add some text and then blending options > stroke 1, black

* Now select the backround layer and edit > Fill > and select the vertical scan line.

* Now just upload it and use it

final result:

i didnt know how to tween, but i read over your tutorial, and worked it out, heres a better version
