Ok i will show you how to make a stary background.Its easy!
1. Open a new document size dosent matter ~_~
2. Reset your colors pressing D
3. Paint the background black
3.filter->texture->grain I used 49 intestany and 40 contrast then select strippled.^^ hit ok
