1.First Create a document, the size doesnt matter as long as you can fit some big text into it

2.Press D to reset colors

3.Write the text in making it big, i used Arial, doesnt matter what color it is. and add whatever effects you would do to some text, i done drop shadow and bevel emboss

4.Create a new layer

5.Go to Filter>Render>Clouds, keep pressing ctrl+F until u like the cloud pattern

6.Now Press Shift Ctrl and X to go to liquify, or go to Filter>Liquify

7.Using settings brush size-50, brush density 100 and pressure 100, just smudge all of the picture until u like what it looks like(the effect depends on the clouds in step 4

8.Go to Filter>Sketch>chrome and use whatever settings you feel look good, i used detail-5, smoothness-10

9.Go to Hue and saturation and colorize it

10. Now go to the layer menu and while holding ALT left click between the 2 layers

heres what i got, of course it doesnt have to be the plastic effect, you could put a picture in the text or brushing its up to you

i was gonna put a psd example up aswell but it wouldnt let me because of my group, no matter seems pretty simple to follow

the only thing is the text has to be big to get the full effect, but i suppose you could scale it afterwards

lol... i like the font.. maybe another more thiker... but now its ok

the bigger and thicker the text the btter i think
