I usually use "fatal-fate" as my online alias, be it on forums or in MMOs. Since you can't have dashes in your RSN, I made it fatal_fate and when that was taken, fatal_fate83. In the rules it says to register with your RSN, so my question is, can I register with "fatal-fate" or do I need to register as fatal_fate83?

u need to register with ur rsn ie fatal_fate83

as it says in the directions your runecape name is a must in this clan...that is why we ask for you rsn as your name
