I expect there have been enough unsuccessful previous submissions to keep the fires burning for years.
By the way, the guidelines are very comprehensive and clear, but under the "Writing your Proposal' heading, it still says, "We do not accept submissions by email."

Thanks for the feedback, and spotting the inconsistency. It's like writing computer programs and looking for hours at a script failing to see why nothing is happening, then seeing the glaring logical slip.
Although submissions have proved hugely difficult to administer, they are important and there are some books that might not have come to us except for this route. We want to keep the doors open and find as much worthy new talent as we can successfully publish. I hope to become more efficient at handling them and I think getting paper out of the equation will help. At present I'm drowning in manuscripts!
