First, open the image you wish to put the shining text on, I'll be using this.

Then type your text and put the style you want.

Now create a new document about 400x400 pixel, and set Background Contents to transparent. Window the transparent image, now drag the text layer into the transparent image, then go to Layer>Merge Down.
Now drag the new text back to the image and delete the original text layer.
Then create a new layer click the Gradient tool, set your foreground color to white and use these settings.

Make a little gradient like this. Make sure it isn't on the text at all.

Now press Ctrl+G, or if you are using Photoshop CS2, press Alt+Ctrl+G. The gradient is now temporarily invisible.
Now go to File>Edit in ImageReady.
Now click this button at the bottom.

In the second frame, drag the gradient over past the text

Now click this button at the bottom. Keep all the setting default, except frames, in the frames section, put anywhere between 20 and 30 frames.

Go to File>Save Optimized As and save it.
Ta-da, the final image!
