Yes, Koukou does mean High School. And this anime is absolutely hilarious. Each episode is hilarious in its own way. The intro isn't one of my favorite intro theme songs, but I agree that it does fit with this anime.

The Alice in Wonderland episode wasn't very good compared to the manga.
Oh, but anyway, the intro, I like how the art in the intro completely differs from the art in the actual episode. It's interesting and amusing.
