That is a (patent pending) ScoringChanceometer - it has two modes:
(Hookup Mode - shown in the image) Wearer gets within range of a hot girl, and the device automatically calculates chance of hooking up. I think it's reading 000 but I can't zoom in enough on the photo.
(NHL Player Mode) Wearer receives a distinct electric shock when it's time for a toe drag.
