Step 1
Create a new document (Any size) and make the background black.

Step 2
Then create a new layer and type out whatever you want to make ice in white.

Step 3
Now Ctrl+Click the later so you make a selection and merge it with the background. Then go to Select > Inverse. Now go to Filter > Pixelate > Crystallize and set it to 7. Now you should have something like this.

Step 4
With the selection still ready, go to Select > Inverse and then go to Filter > Noise > Add Noise. Set it to Gaussian at 400%. Now you should have something like this.

Step 5
With the inside of the text still selected, go to Filter > Blur > Gaussian Blur on a 2 pixel blur.

Step 6
Deselect the image and go to Image > Rotate Canvas > 90 degrees CW. Then go to Filter > Stylize > Wind and set it to "Wind From the Right". Now you should have something like this.

Step 7
Now rotate the image back to it's original state and hit Ctrl+U. Move the slider to a light blue.

Step 8
Now add a few touch ups and your done (I added a plastic wrap to the text to give it an icey feeling)
