Step 1

Create a new document (Any Size) and assign a White/Silverish colour as your Foreground and a Gray colour as Background.



Step 2

Go to Filter > Render > Clouds



Step 3

Go to Filter > Noise > Add Noise with the following settings:



Step 4

Go to Filter > Blur > Motion blur with the following settings:



And you're finished! Here is my result:
