Open any document or photo -

I used this:



Since this is a .gif , You will have to go to Image > Mode > RGB Color

Duplicate this layer (Right Click Layer 1 and Duplicate )

and go to Filter > Pixelate > Mosiac

Cell Size = 20

Filter > Sharpen

Now press CTRL+F to redo the last action.

Now on layer 2, Set the Opacity to 40%
