Open an image.

I used this -



Duplicate that layer.

Goto

Filter > Stylise > Tiles

Change the number of tiles to 15. ( Increase for smaller and more squares . )

Maximum Offset : 1

Fill empty area with : Foreground Colour

Set that layer opacity to about 15%.
