Basically... Lightning Storm's a lazy little king, and he doesn't want to have to deal with every newcomer to the Underground Ruins, considering he's pretty selective.
He wants a... Servant, for lack of a better term, I supose. Someone to meet, interrogate, and least likely accept members into his herd.
The person wouldn't have to be particularly forceful or anything. Hell, he'd accept anyone at this point. This is just an offer for anyone with an inactive character looking for a herd or adventure.
