First off, here is what your going to end up with.

Open a canvas at your desired size, looks best with atleast 800x600
Reset your palletes by pressing D
With the default layer selected, go to Filters>Texture>Grain
Set the Intensity to 95, the Contrast to 100%, and the Grain Type to Vertical.
With the default layer selected, go to Filter>Artistic>Neon Glow.
Set the Glow Size to 5, and Glow Brightness to 15. The glow colour needs to be 00FF00. If it doesn't come out green and black (as right) check your that pallet has been set to default (D).
Go Filter>Stylize>Glowing Edges.
Set the Edge Width to 1, the Edge Brightness to 6 and the Smoothness to 1
Using the Matrix font (set to white #FFFFFF), type some text for the main part of your wallpaper. If you dont have the font you can just google it.
Make sure you don't have Faux Bold or Faux Italic on, as it makes the
text look odd. Re-size the text to suit, and drag to the center of the
image.
Duplicate the text layer (give it a name like "glow1").
Applying a Motion Blur to this layer makes it look a little more "glowy", So go to Filter>Blur>Motion Blur. Set the Distance to 22, and Angle to 0.
Repeat the step on a new duplicated layer (glow2) but instead of setting the Distance to 22 you set it to 350 and Angle 0.
Now select the original text layer, and click the Layer Styles icon and then Outer Glow (or you can go to Layer>Layer Style>Outer Glow).
Use the settings as seen on your right (the green colour is the same as before - #00FF00)
And your done!
