Something like that.

Step 1.
Open up a new document, i chose 400x400.

Step2.
Fill your background with black.

Step 3.
Place a lens flare in the middle of your background.

Step 4. Render>Liquify.
My liquified Result:

Step 5.
Add some color to it. Ctrl+U

Step 6.
Create a new layer. Ctrl+Shift+N

Step 7.
On your new layer, fill the background black. Make your backup color Black, and hit Ctrl+Backspace.

Step 8.
Filter>Render>Lens Flare
Place your lens flare near the liquified lens flare.

Step 9. Liquify your Lens Flare.
This is how i did mine:

Make sure you have Photoshop version 7. It should be under Filter-Liquify... That's what it'll look like. It'll pull up a box that will let you smear, twirl, enlarge, or shrink parts of your picture. I don't know where it is on other versions.
