2. press d and fill the background (black)
3. press x
choose line tool

and make a line (1 px) (hold shift while drawning the line) just like this:

4. rotate canvas (image->rotate canvas->90 CW)
5. go to Filter->Stylize->Wind (from left)
6. go to Filter->Stylize->Wind (from right)
you get something like this:

7. rotate canvas 90CCW (image->rotate canvas->90 CCW)
your image looks something like this now:

8. press ctrl+u for colorize (make sure colorize is checked) (remember the hue and saturation numbers so you can colorize it everytime with the same color)
9. make a new layer (layer->new->layer)
10. repeat step 2 till 9 once
11. then repeat step 2 till 4 once
12. then go to (Filter->Stylize->Wind) (from left)
13. press ctrl+f
your image looks something like this:

14. then go to (Filter->Stylize->Wind) (from right)
15. press ctrl+f
16. rotate canvas 90CCW (image->rotate canvas->90 CCW)
17. press ctrl+u for colorize (make sure colorize is checked) (make sure it is still the same color as step 8)
18. then press this button:

now you're going to ImageReady
19. make 4 new frames
20. select frame 1 and hold alt and click on the eye of layer 1
21. select frame 2 and hold alt and click on the eye of layer 2
22. select frame 3 and hold alt and click on the eye of layer 3
23. select frame 4 and hold alt and click on the eye of layer 1
24. select frame 5 and hold alt and click on the eye of layer 3
25. select all frames

26. then set the frame delay time on 0.1 seconds
