1. Make a new file 500x500

2. Select your gradient tooluser posted image and set it to radial gradient and these colors. user posted image

3. Make a blue circle in the middle of the picture.

4. Now set it to this user posted image and make a smaller red circle in the blue one.

5. Now go to Filter -> Liquify and set the brush to size 50.

6.Start at the center and pull out making curves.

7. Now just start to drag in and out randomly.

8. After your done liquifying press ctrl+j to duplicate the layer.

9.On the bottom layer go to filer -> blur -> Radial blur

10. On the duped layer go to filter -> blue -> radial blur

11. On the duped lay go to blending options and set the blending mode to overlay

(no picture)

12. Now go to filter -> artistic -> Plastic wrap and set it to these setting. do this on both layers.

13. Now pres shift + ctrl + e to merge the layers and ctrl+ j to dupe it again.

14. With the top layer selected go to edit -> transform -> rotate 180

15. Here's where you decide on the blending mode. Sometimes some looke better than the other with one mode. For the final one I used darken. Experment with them all until you find one you like!
