Going to get this,

1. Make a new document, Size is no big deal (I used 3 inches by 3 inches).
2. Fill your document in black.
3. Now do Filter>Render>Lens Flare, with the following settings.

4. Now do Filter>Sketch>Water Paper, with the following settings.

5. Now do Filter>Stylize>Wind, with the following settings.

6. Now duplicate the layer so you have 4 total layers.
7. On the top layer do Filter>Distort>Twirl, with the following settings.

8. On the second layer to the top do Filter>Distort>Twirl, with the following settings.

9. On the third layer to the top do Filter>Stylize>Wind, with the following settings.

10. Press ctrl+f a couple times till you get a desired length.
11. Make the third layer from top 50% opacity.
13. Click layer 1 and press ctrl+u, Click colorize, and put the hue at 180.
14. Click layer 2 and press ctrl+u, Click colorize, and put the hue at 180.
15. Click layer 4 and press ctrl+u, Click colorize, and put the hue at 180.
16. Set the blending properties of the top 3 layers to be "lighten".
17. And you get this.
