In this tut, you will be making this:

Open a new document, 300x300.
1. Fill in w/ Black.
2. Filter>Render>Lens Flare. Place this lens flare directly in the middle, like so:

3. Filter>Texture>Stained Glass]
[b]Settings Cell Size:50
Border Thickness:1
Light Intensity:10
4. Filter>Brush Strokes>CrossHatch
Settings:Stroke Length: 9
Sharpness: 6
Strength: 2
5. Ctrl+J
6. On the new layer (The duplicated one) Put your blending options to
Color Burn.7. Hit Ctrl+ J about 3 times, then Merge your layers. Ctrl+E until you cant do it anymore.
8. Ctrl+U - i did Orange, i used these settings: (Check the colorize box)
Hue: 30
Saturation 90
Lightness:0
Note: IF you want it to be a more dark Orange, do Image>Adjustments>Selective Color, pick Yellows then do
Everything 0% but:
Magenta:100%
Black:100%
Make sure you do that AFTER You did the Ctrl+U part.9. Filter>Stylize>Wind
make sure its on wind, and left or right doesnt matter, i chose from the right, this way i can flip it easier.
Note: Now, it looks good now, but if the Wind is too short, hit Ctrl+F or Filter>Distort Twirl again, and it will make it longer. Make sure you do the Same Side, which was Right again for me.Note2: If you dont like the Plain White part in the middle, do this:
Image>Adjustments>Selective Color And select Whites. Now mess around w/ the settings until you get a satisfied effect!You can keep going, I personally like it just like this. You can do The Wind Effects, but do it from the different direction, which would be Left for mine, and then you could do Image>Rotate Canvas>90 CW then do The Wind effects, Then do Image>Rotate Canvas>90 CCW and it would be going in all directions!Enjoy!
