In this tutorial, you will learn how to make a somewhat techy Radio Signal looking thingy..;)
dont i suck at naming my effects?Open up a new document, i did 200x200,
Note: Size doesnt matter...1. Fill the bg with Black.
2. Grab your Line tool:

And make a line like This:

3. Rasterize Your Layer. go to your layers palette and look at the Line Layer, it should be grey w/ 2 squares, on the right it should say Shape..
Right Click>Rasterize Layer4. Filter>Stylize>Wind.. settings: Wind>From the Right
5. Filter>Stylize Wind.. Settings: Wind>From the Left.
So Far you should have something like this:
6. Merge your Line layer into the BG layer. Add Some COlor, ctrl+U... i used a bright blue.
7.Ctrl+Shift+N to make a new layer. Name it Line2
8. On the The layer 'Line2' Grab the Line tool again, and make a line where the first line was before the Wind Effects.
9. Rasterize the layer
10.
Do Steps 4+5 on this new line11. Merge the layers, Ctrl+E.. You should have 1 layer now.
12. Ctrl+J to duplicate the layer. (You should have 2 layers now..)
13. Filter>Render>Lens Flare.. Set the Lens flare like this. Also use these settings:

14. Erase around the lens flare so it looks like this:
Your Practically Done..If you want it to go Sideways, do the next step.
15. Image>Rotate Canvas>90 CW.
This is what you should get:

Now, Thats It..Finished, But if you do more lines, and keep going w/ the same effects you can get something like this:

Enjoy!
