It's not such a great one, but hey,

Layer 1. Decide which picture you’re going to use, and crop that to 100x100 px.
Layer 2-4. Copy your original picture three times, the first copy you put on ‘Screen’ 100%, second also ‘Screen’ 100% and third ‘Soft Light’ 100%.
Layer 5. Make a new layer, make a gradient that goes from the colour 1E4457 (left) to DD8080 (right) Fill the layer with this gradiënt. The gradiënt has to be set on ‘Radial Gradient’ and you need to have the blue colour in the corner: left above. Put this layer on ‘Soft Light’ 100%
Layer 6. Make a new layer and fill it with the colour 1E4457, put the layer on ‘Soft Light’ 100%
Layer 7. Use *this* texture, put it on ‘Lighten’ 100%
Layer 8. Use *this* texture, put it on ‘Overlay’ 45%
Layer 9. Put *this* texture (if you wanna call it that) and set it on ‘Darken’ 100%
Now you’re finished! :D
